I don't think street names should be named after people, unless it's to name them after Indigenous Peoples to address Truth and Reconciliation.

Street signs should be large enough to read by those people over 50 driving at the speed limit.

Suggestion
The first consideration in the naming of a street is that the street is on a pre-approved list. Schedule B should provide a reference to the Bylaw or authority under which the pre-approved list can be referenced, and describe the process for adding names to the pre-approved list. This is one of the most important aspects of the Bylaw but is completely unclear.
